How to create a custom alert when a reconciliation is re-opened

Content (required):

When a reconciliation is re-opened (usually due to a balance change), users do not receive a notification. So the users think the reconciliation is in good order and don't realize they have additional work to do unless they log into ARCS.


I will add that we do not leverage the out of the box alerts for when the status changes to open with preparer because it sends thousands of individual emails i.e. 1 email for every single reconciliation
