How do we turn on the lighter Redwood user experience (UX) / design?

I have seen many demos where the Redwood experience is a lighter version than the standard dark blue theme. How do we access this for our environment? I also see a banner at the top of the home page. Does anyone have more information on that? Is that only associated with Touchpoints? can it be used for other end user prompts?
