OS Management Service Is not Available Due to Global Proxy Configuration

Symptoms:

OS Management service is not available even though the Oracle Cloud Agent and related plugins are enabled and running. 

The following messages are visible in /var/log/oracle-cloud-agent/plugins/osms/agent.log
