OSMS - Update Process with Package is not available for installation error message

Linux x86-64

SYMPTOMS:

Oracle Linux 8.8 with OSMS  service working  as expected shows the following error:

$sudo tail /var/log/oracle-cloud-agent/plugins/osms/osms.log file
1. Failed: Packages failed to install properly: 
Package libvirt-libs-0:8.0.0-19.0.2.module+el8.8.0+21112+1cc1a24b.x86_64 is not available for installation 
2. Failed: Packages failed to install properly: 
Package python2-0:2.7.18-13.0.1.module+el8.8.0+21096+ceeb3972.1.x86_64 is not available for installation 
3. Failed: Packages failed to install properly: 
Package python3-libvirt-0:8.0.0-2.module+el8.8.0+20990+60c1530a.x86_64 is not available for installation 
4. Failed: Packages failed to install properly: 
Package python2-libs-0:2.7.18-13.0.1.module+el8.8.0+21096+ceeb3972.1.x86_64 is not available for installation
