Allocations where total nets to zero but essbase stores as tiny fraction

Summary:

We are running an allocation using an account rollup as a driver with the intent to spread the source data in the shape of the accounts by cost center. The accounts sum to zero as the cost center is being cross charged out. The parent member of the account rollup is not resolving to true zero (1.4xx E-11) Because of the way essbase is storing the data we are getting wild results from the allocation rule.
