Has anyone had any issues when trying to migrate PCM to EPCM with the driver's not populating for the available rules in the Models?

I'm attempting to walk through the PCM to EPCM migration using the test application BksML30, and I've followed the instructions provided in the documentation to the letter, but after I perform the import, none of the drivers are available within the rules. Is this a common problem that we should anticipate as part of this process?

I should mention that I'm performing a manual import of the snapshot, once it is successfully generated, as we don't have another test instance to which I can point the migration tool.
