Tags are not working in goal category lookup

We have added custom goal categories in the lookup and there are few which we need to restrict for US.

Example : Performance - Service Excellence this goal category is not applicable for US. But if we use '-US' in the lookup value tag for this particular value then the value is still visible to US users.

Please help us debug & resolve this issue.
