Merge primary contact's detail when mailing secondary contact
Merge report always filters on contact id

I have a mailing created to send to primary and secondary contact via CPM. Mailing to secondary contact should contain name of the primary contact for a reference.
The mailing uses a merge report which outputs primary contact's name and has filter on i_id (incident id) and inc2contacts.prmy = 1. When the mailing is triggered to secondary contact, the output of the merge report is blank . Whereas same mailing sent to primary contact contains the name of the primary contact.
It appears that the contact id filter is automatically applied on the merge report. Unchecking the option 'Automatically apply primary filters', won't trigger the email at all.
