screenpop on another machine not work

I have encounter problem, I have set up the screenpop on one machine following the doc at here http://documentation.custhelp.com/euf/assets/docs/february2015/olh/wwhelp/wwhimpl/common/html/wwhelp.htm#href=crm_admin_site_configuration.015.45.html&single=true

it works on that machine.

but when I login the same account at another machine, it did not work anymore, I try access the popup url via browser, it response a Unable to connect error.

 I have set the port and enable the popup as a administrator account.
