Is there documentation around 'Transaction Console Information: Enable Transaction Security'?

Navigation: Setup and Maintenance - Task Panel - Search 'Manage Enterprise HCM Information - Scroll down to the header 'Transaction Console Information' then there is a toggle box 'Enable Transaction Security' towards the bottom of the page.

We have been asked to enable this for UAT and PROD, the reason we were given that if this is not enabled then when you try to create an employee record (My Team - Users and Roles) it won't allow you to.

Please can you help us with some documentation around this functionality for us to communicate the impact of this to the client.
