Broken Tracked Link

Hi all
Was curious how Service Cloud technically determines a broken tracked link? I have 2 links in a mailing that resolve when you click them, but the auto tracked link function describes their status as broken.
Is there a timeout limit? Does it take the 1st items loading time to determine the entire page's availability? How exactly does the check happen?
