Thirt party software connected to Right Now

Hi, 

I need to know if is possible to connect a third party app to Right Now. I want to call from an externat app via http to Right Now , and send some parameters phone number, subject and then in the desktop format from where the agent operate the Incident screen to be openened with the following:

in the subject the phone number and in the contact field text again the phone number,

Can some one send me from what to read or where to build a simple plugin in Right Now , I don't need to use the CTI development.
