Outreach mailing with merge report

I would like to build mailings with "merge reports" by organization. 

 

Is it possible to change the primary key from c_id to org_id?    I do not have c_id in my report filter (only org_id) but the mailing is either giving me 1 row (when the primary key check-box is set) or the entire report. 

Thank you for any feedback from those of you using "outreach" with merge reports.
