OSMS: No OS Management information and error “ 403 403 Client Error”

Symptoms
OCI Linux Instance OSMS Agent Tab shows error “No OS management information is available for this resource.”
In the OSMS agent log, following errors are reported,
--/var/log/oracle-cloud-agent/plugins/osms/agent.log--

OSMS Policies are configured as below,
Allow service osms to read instance-family in tenancy Allow group OCI_Administrators to manage osms-family in tenancy Allow dynamic-group OS_Management to read instance-family in tenancy Allow dynamic-group OS_Management to use osms-managed-instances in tenancy
