Assign chat session to chat queue using business rules?

Hi All,
i have created two queues in my Rightnow instance .
Queue 1
Queue 2
Based on my chat summary , i want to assign it to Queue 1 or queue 2 but when i was creating a bussiness i am unable to find add action -then option to assign to a particular queue . How can i achieve this?
