Use business rule to add contacts to a contact list

I want to use a business rule to populate a contacts list with contacts that are created by a Public API. I don't want to use segments/filters because I want the list to be static. The problem is I don't see any action in the contact rules that insert contacts into a contact list, or any action to set the Contact List field in the contacts workspace to a contacts list. Does anybody know if this is possible?
