View Incidents from any contact on Support History Page

By default for every incident report that is added to the customer portal, it will filter to only show incidents that belong to the contact that is logged in. Is there a way for the logged in contact to view to incidents that belongs to other contacts as well? 

The business requirement is that the employees view his/her assigned incidents in the customer portal.Therefore the employee will have to see incidents from any contact in their support page. The report will use a custom field to filter out the incidents that should be shown in the incident report.
