Does transaction controls work for burden expenditure category or type?

We have defined a transaction control to restrict burden exp category, but it is having no effect. Does transaction controls work for burden?

We have defined an exclusive transaction control at project level to disallow charging and billing a burden expenditure category. But when we generate burden of this category, it is getting generated. It seems transaction control is not having any effect on Generate Burden process. We were expecting that it would create an exception for violation of transaction controls when generating burden. The transaction controls are working for labor but not burden.
