custom widgets

We are in the process of upgrading customer portal.  I would like to copy the widget answerfeedback to custom but after I copied the directory from widget/standard/feedback/answerfeedback to custom/feedback/answerfeedback. I changed the path in detail from feedback/answerfeedback to custom/feedback/answerfeedback when I try to run this in development it says the path does not exist.  If you try to stage to move to production I get an error that the widget does not exist.  In version before the upgrade I was able to simple copy the directory from standard to custom. How do we now copy widgets from from standard to custom?
