How to notify Oracle of Api / core problems?

I am wondering what I can do when I encounter problems like interfaces in an Addin that do not throw an exception but an uncatchable error and many of those things that are not real big issues , but should be corrected by Oracle nonetheless.

I am not a customer so I do not want to raise a ticket on the customers behalf, putting it on the forum makes no sense, however I would suspect that for all our benefit these problems should be reported?
