ConditionalChatLink hidden if no agents logged in

I'm using the conditionalChatLink, setting "min_sessions_avail" to "0" to allow chats to queue if no sessions are available. But when all the agents are logged out and it is within chat hours, the chats are still queuing (thanks to the min_sessions_avail being "0")

Has anyone else come across this? Any workarounds (except manually changing the chat hours in Oracle) to hide the conditionalChatLink if no agents are logged in? We want them queuing if agents are logged in and no sessions are available but don't want people queuing if there are no agents logged in.
