Issue with Serial Number Reservation Persistence Post-Rework Completion

We are facing an issue in our production and shipment process regarding serial number reservations.

After the Pick Confirm step, we reserve a serial number to an order to prevent any transactions on it. However, after opening Rework from the SHPIP subinventory and completing it, the reservation on the serial number is disconnected. While the serial remains associated with the shipment, it allows transactions like Pack Slip and Ship Confirm, which we want to restrict.

I discovered the "Allow Reservations for Work Order Materials" option in Manage Plant Parameters, but even with the "Allow Reservation" setting checked, I'm unable to retain the reserved serial number for Rework.
