Default a Value Setup for English and French in Redwood Page

Hi,

Business has a requirement to make Business Unit defaulted to RCI Business Unit & French equivalent or have it been the only option in the picklist in the Promote and Change Position Redwood page.
We tried to achieve it through VBCS by making value to 'RCI Business Unit'. But if French user logins we are not sure whether it will be displayed in French or not. Because it was not seeded values provided by oracle as in the "Request a New Position Change".

Could you please let us know how we can we achieve this for both English and French Values through VBCS.
