Can we use Message base variables in Business Rules

We have lot of escalation rules with different times, each and every time going to the rules and changing the time is bit hectic for maintenance.  Instead of this can we create a message base variable which can be used to refer the escalation time. So that, user can go and change the time in message variable instead of rules.
