When creating a contract the "contract type" field does not return results of available types?

I am trying to create a contract in oracle cloud using the contract manager. One of the fields is "select contract type". When I search for the contract types that we have it doesn't return any results. Even when I try an advanced search.

Part of this process is I have also gone into an implementation project and added the task "assign business unit business function". However, I am unable to select the scope even when clicking on the scope column.

I am not sure if this is a data access problem or permission that I am missing or even just missing steps before hand.
