Answers in multiple languages/interfaces

My organization has a large number of answers created for our English language interfaces - mostly in the form of PDF attachments.  We have recently added a Spanish language interface and would like to port the content of these answers to that interface.

Is it possible to set up the data relationship to allow one answer record to be linked to multiple languages?

If not, is there any other way to bulk copy or import answers? Most of the things I've read on this forum involve single answers and the tool will not allow me to copy more than one answer at a time.
