New incident after expired incident-Any identifier?

My requirement is that I have to stop any new mail coming to a specific mailbox.(If mailbox->this,then Do not create incident) But the catch here is that it would also stop any incident getting created which is created when customer replies to an expired incident. 

I dont want to stop that incident from getting created.

Is there any way?
