Influence of Answer IDs on search order

I'm just wondering about search results. 

Default order appears to be determined by "Weight-Desc, Answer ID-Asc" So, older answers with lower IDs will win out over new answers with more recent (and higher ID)s?

Is that right? Best practice would be to update or improve existing answer IDs, but if it had been marked unhelpful in the past how does it improve weighting? Whenever an answer is improved, should it's position be placed at top?
