Steps to changing the SSH port on Ubuntu and Oracle Linux compute instance on OCI Always Free?

Summary:

Attempting to change the SSH port on a newly created instance of Oracle Linux vm on the Oracle Cloud Infrastructure (OCI) Always Free tier using the VM.Standard.A1.Flex Ampere aarch64 ARM processor shape and having trouble. I have tried using Oracle Linux 7, 8 and 9 on that same Ampere shape as well as Oracle Linux Cloud Developer 8 on the other always free shape x86_64 AMD VM.Standard.E2.1.Micro but experienced similar issues in both cases. I do not have this issue when using Ubuntu distribution (I tried using 24.04 minimal on the Ampere shape).
