When Best Answer returns no results

Hello,

What does it mean when:

1. agent reacts to an incident

2. smart assistant provides answers that aren't relevant, in this case

3. agent searches for an answer in kb, finds one and attaches text

4. clicks Best Answer, but it doesn't provide any?
