Increment by business rule is not accounting for weekends and holidays

We are trying to increment a custom date field by X number of days. This rule will only use calendar days, it does not exclude weekends or holidays. Is there a way to increment by business days?

We're not using SLAs because that will only be based on Incident Create Date and this is not always when our clock starts ticking. We regularly receive incomplete requests and have to go back for more information.
