Company report type filter useabilty for commercial invoice report

Summary: There are few filters provided in the company report type. If business has 2 templates for commercial invoice report, and the requirement is to print temp1 for all the orders shipped to Brazil, whereas temp2 for rest of the ship to countries, we tried using the country filter, but it doesnt worked as expected and landed with an error:
