Hide Private Note threads on incidents based on user profile

I have been asked to create a read only user account that will only allow the view of customer entry and responses (no Private Notes) on incidents.  I have attempted to create a workspace and modify the Message thread to exclude private notes, but I'm unable to locate a option.
