Rule- Restrict for duplicate contact creation

Hello Team,

I need a support to restrict system to create the duplicate contact.(restrict new contact creation option if the contact is existing contact)

Currently we configure the dummy email address against those contact who didn't have the email id as per the business requirement.

Rule  Logic

I am not able to create rule who restrict to create new contact. I want rule like system should give error pop-out if we try to add contact with exact same name with Phone number, if already that exists in system. I didn't find the any seeded functionality for this however I am sure through rules I can obtain this?
