Autoreply sent after each incident update

Hi all!

Came across something strange with some of our incidents in OSC 18A, 

I got two cases now, where after each update of the incident - the system sends an automatic reply.

Our rule in "Function" sets various "Then" - where all rule ends with "Transition State and continue - In Progress".
But, when viewing the rulelog, it looks like the incident still is in "Function" , not in "States".
 

Any ideas on how to resolve this?
