Family and Emergency Contacts/People to Cover - allow the capability to show the end date

Description (Required):

In the Redwood Family and Emergency Contacts/People to Cover page, add the capability in VBS to display and edit the effective end date for contacts. Currently, the functionality includes a delete button that sets the end date in the backend system. However, it would be beneficial to have an end date field directly in the UI, allowing users/admins to view and modify the end dates as needed.
