Redwood add time card- Allow capability to hide request change option from VBS

In the Redwood Add Time Card page, there is an option for 'Request Change' that can currently be hidden through security privileges. However, it would be more convenient to have the ability to hide or unhide this option directly within VBS.

Use Case and Business Need (Required):

Currently, the 'Request Change' option on the Redwood Add Time Card page can only be hidden through security privileges. This approach requires additional configuration steps and needs custom roles created. By providing the ability to hide or unhide this option directly within VBS, we can manage this functionality more efficiently and with greater flexibility.
