restrict creation of dor when previously raised dor of the same type is in pending stage

Hi Team,

We have a requirement to restrict the creation of dor by an employee if the same dor has been earlier submitted by the same employee and approval is in pending stage. Please let us know if this can be configured or not.

E.g- We have DOR - mobile reimbursement, and for multiple cases employees are raising the mobile reimbursement DOR twice. Due to this approvers are not able to determine which dor needs to be rejected and which one needs to be approved.
