Test Site -- Public facing??

Maybe I'm missing something, but isn't it odd or even problematic that a --tst site is fully public facing? Sure, it's not necessarily easy to find the site as a general consumer, but ultimately we have a non-production system that is public facing. Has anyone considered this and how have you addressed it?
