Managing Database Size - Archive v Purge

We are starting to develop a strategy for managing the size of our RightNow database. I'm interested in kb articles, opinions, and other insights on this subject.

To start, I have been looking at the options for managing incidents -- specifically, archive versus purge. As I understand it, an archived Incident is removed from the database and saved as XML. This won't show up in a standard search, but can be searched and reported on separately. My question: Does archiving an Incident reduce the amount of billable database storage, as reported in VCIO?
