Moving Contact out of Null Rull State

Is there a way to force a specific contact out of the NULL Rule state.  I know when I compile rules I can move all the Contacts into a specific state but I don't want to move all of them into (have over 500,000) so I would like to be able to force/push specific ones into at the very least the Initial State.  Updating the record does not cause the rules to move from Null to any state (even Initial)
