Framework 3 required for OSvC upgrade?

My organization is currently using OSvC 15.8. In the US, we're in the process of rolling out migration to Framework v3.3, but the business unit is suggesting that other regions might not upgrade the respective CPs for their interfaces anytime soon. I can't see this mentioned anywhere, so is anyone aware of a requirement at some point to have Framework 3 installed before upgrading to a new release? Do all CPs need to be running the same framework version before Oracle can start a site upgrade?
