Named Events not working as expected...why?

We created a named event called"CloseChat" in the incident workspace. This rule fires when an incident that is attached to a chat is closed, we fire the named event.

We created a rule in the Chat Workspace to terminate the chat when this Named Event fires however nothing happens. It does not seem to be seeing the Named event out of the workspace.

Any ideas to why this is not working?
