Custom Permission for Administration/Business Process Settings

When setting permissions on a profile's navigation set, I need to be able to give an administrative staff member access to only part of the permission set under Administration/Business Process Settings. I've used Online Help and reviewed customer permissions and access control, but I only see settings for the community options.
I have two needs for custom permissions 1) To give a staff member access only to create Standard Text and nothing else under the Business Process Settings box and 2) To give a staff member access to only change profiles and nothing else. Has anyone found a way to accomplish this?
