while creating succession plan type incumbent no employees are listed

Summary:

While creating a succession plan, we are unable to access the 

Incumbent field to search for employees. The employee creating the plan has the Talent Admin role, and I’ve assigned a data security profile that grants access to view all workers. However, no workers are being retrieved in the Incumbent field despite these permissions
