Distinguish between Test and Production environments for users

We have 3 sites: Production, TST, and TST_1. We clone from production to our two TST sites regularly and use that for training and testing new releases. The admins change the color scheme of our TST site on our local computers so that we do not confuse the environments, but is there an easy way to help users understand which site is production and which is TST so that they are not submitting incidents in the incorrect location. So far all of our ideas would need to be re-done after every clone and we would like a more permanent solution.
