limited admin can't See all profiles

We recently added a limited admin group that is responsible for adding and updating staff accounts, the problem is they can only see 3 profile in the pop up ( as opposed to the 50+ I can see as a full admin)

steps to replicate: open a staff account and on the details section click the magnifying glass to get the pop-up with (suppose to be) all the profiles in the system

what could cause that?
