Write ECID to the tracefile when enabling Oracle Extended Trace

The ECID content should be written to the Oracle Trace file when ever trace is enabled. For instance when enabling Oracle Extended Trace through the DBMS_MONITOR.serv_mod_act_trace_enable procedure.

The ECID should be written to the trace file in the same manner as the MODULE, ACTION and CLIENTID tags.

The TRCSESS utility should also be able to filter on the ECID tag.
