Enhanced Global Change Functionality with Additional Filters

When changing responsibilities and product responsibilities in the Global Changes in the admin section, it would be very useful to have additional filters.For example,
• sometimes only the specifications for certain sites need to be moved from one technologist to another.• Sometimes only active sites need to be moved to another lead technologist
These could be identified and moved easier with additional filter.

would be nice to see more filters when changing specs responsibilitiy, e.g rather than using NSL no would be nice to see spec no in the filter. Easier to navigate.
