Project Linking Control and Parameters

Per our business process, vendors need to link 1 collaborative draft spec to a project to support our spec development progress. Often times vendors will add multiple specs or link an active spec which then auto completes many of the activities and requires additional work for the project administrator to undo.

Additional configuration that can allow a retailer to set parameters for linking specs to projects. (e.g. prohibit vendors from linking active and multiple specs to a project)
